The Council administers funding to the cities and counties for selected projects and provides other funding to individuals for specific purposes.  All projects must meet the economic development needs of Benson, Cavalier, Eddy, Ramsey, and Towner Counties.

Community Development Block Grant (CDBG)

The North Dakota Community Development Block Grant program provides financial assistance in the areas of economic development (CDLF), housing public facilities, emergency and urgent need.  Cities and Counties may apply for grant funds to address needs in those areas.  Pre-application for projects are accepted one time per year.  All eligible projects will go before a scoring and ranking committee which will recommend funding for the final application.  Final applications are submitted to the North Dakota Department of Commerce Division of Community Service with assistance from NCPC.

Housing

Pre-applications are taken for housing projects that address the program goals and requirements.  The areas of emphasis are:

  • Rehabilitation of single family and multifamily units
  • Site preparation for new low income units
  • Acquisition and site preparation for multi-family units
  • Activities that support construction of new single family LMI housing (site work, utility hook-ups, etc.)

Public Facilities

Pre-application will be accepted for projects that enhance communities infrastructure and that benefit at least 51% of the residents are low income.  Projects that are eligible for funding include:

  • Upgrade infrastructure (water, sewer, or community facilities)
  • Expand infrastructure where growth takes place
  • Removal of architectural barriers

Emergency and Urgent Need

Eligible activities in the category are those that alleviate a condition that poses a serious health, welfare or safety threat or that may result in a loss of jobs and/or the inability of the community to provide essential services to its jurisdiction.
